Just to clear some things up, here are the instructions:
1. Open add-petc.001 with WinRAR
2. Extract the two files.
3. Mount the .bin file with Alcohol 120% or Deamon Tools (I used PowerISO Virtual Drive Manager).
4. Autorun the drive.
5. Install.
6. ???
7. PROFIT
